INTRODUCTION

 

The intent of this document, as the title suggests, is to provide interested communities with some ideas of what to expect and of the items that must be included when preparing and submitting a bid for consideration by the Canadian Seniors Games Association (CSGA).  If you have any questions in regard to your bid preparation, please contact your provincial Director.  Names and contact numbers may be found at http://www.canada55plusgames.com/board.html

 

The Canada Senior Games are open to adults 55 and above as of December 31 of the year in which the Games are held.  The Games are a combination of friendly competition, socialization and just plain fun.  Each province/territory determines a play off process to determine participants qualified to the represent the province at the Games.  Contact your provincial/territorial Director for information on the play off process.

 

The primary partners in the staging of the Canada Senior Games are the Canadian Seniors Games Association and the Host Organization, the local, provincial and national sponsors and the hundreds of volunteers recruited to make the event possible.  The Host Organization signs an Agreement with the Canadian Seniors Games Association outlining the commitments and responsibilities of both organisations.  See http://www.canada55plusgames.com/host.html .

 

The Canada Senior Games are growing rapidly.  In 1996 the Regina Games attracted about 350 participants.  In 1998 about 750 attended the Medicine Hat Games.  In 2002 Summerside attracted about 600.  In 2004 Whitehorse attracted almost 1,000 participants and at least 200 non-participants and in 2006 Portage la Prairie played host to more that 1,300 participants and supporters.  Planning such an event is a major undertaking and should not be considered by the faint of heart.  We hope that the two year period between the approval of the bid and the Games allows sufficient time for the required detailed planning.

 

The Games are of at least three days duration and are held after August 24 every two years.

 

 


CANADA 55+ GAMES INFORMATION

 

Mission

 

Through games, both active and passive, our mission is to influence personal behavior and social supports that encourage healthy, active living for older adults in Canada.

 

Goal

 

Our goal is to produce a lasting influence with regard to knowledge, attitudes and behavior.

 

Purpose of the Canadian Seniors’ Games Association (CSGA):

 

To provide older adults with an opportunity to: 

 Ÿ      increase their social interaction with others

Ÿ       increase their physical and mental well-being

Ÿ       maintain and enhance their psychological and mental well-being  through participation in recreational, cultural and sports. 

 

OBJECTIVES

Ÿ         To promote improved fitness.

Ÿ         To encourage increased participation on an on-going basis.

Ÿ         To promote a positive, active image of older adults.

Ÿ         To promote activities that reflect current needs of the older adult in relation to their mental and physical well-being.

Ÿ         To enhance the opportunity for older adults to expand and develop their social interaction.

Ÿ        To facilitate more co-operation and communication between older adult groups.

Ÿ        To establish an environment  that reflects current trends in sport, fitness, cultural and artistic activities.

VISION

The vision of the Canada Senior Games is to promote participation by all seniors in an active and enjoyable lifestyle. Thus, the Games are a means to an end - the promotion of activities for all seniors. All the fun, friendship and festivity will be bonuses.

Discussions with British Columbia, Newfoundland and Labrador, Quebec and Nunavut continue. It is the aim of the CSGA to involve all Provinces and Territories in the Canada Canada 55+ Games.  (Note:  participants from British Columbia continue to compete in the Games.)

 

 

CANADA SENIOR GAMES ACTIVITIES

 

 

CORE ACTIVITIES

 

The Canada Senior Games will include a minimum of 12 from the following list of Regular Activities:

 

8 Ball, Slo-Pitch, Track & Field/Athletics, Contract Bridge, Duplicate Bridge,        

 

Cribbage, Horseshoes, Ice Curling, Ice Hockey, Scrabble, Slo Pitch

 

5 Pin Bowling, Golf, Floor Shuffleboard,Darts, Tennis, Swimming

 

 

 

OPTIONAL ACTIVITIES

 

The Canada Senior Games will include up to 5 events from the following list of Optional  Activities:

 

Cycling, Table Tennis, Archery, Scrabble, Bocce, Badminton, Crokinole, 45’s (Forty-fives),

 

Mini Marathon, Triathalon, Canoeing, Kayaking, Whist, Ice Skating (Predicted Time),

 

Snooker, Arts and Crafts, Candlepin Bowling, Washer Toss, Lawn Bowls, Floor Curling, Carpet Bowling  

 

 

CAUTION - Host Committees are recommended to limit the total number of activities to a maximum of 20.

 

CULTURAL ACTIVITIES/DEMONSTRATON EVENTS

 

The CSGA will also consider proposals for Cultural Activities and Demonstration Events proposed in the Host Committee bid.   E.g. quilting, photography, painting, needle point, etc.

20010 CANADA SENIOR GAMES - TIMELINES

 

 

July 31 (2 years prior to the Games)       - Deadline for bid submissions

 

September  (2 years prior to Games)     - The Host Municipality will be announced by CSGA following the Closing Ceremonies of the current Games.  Unsuccessful municipalities will be notified and encouraged to bid again.

 

October (2 years prior to the Games)     -        Games Chair and Host Committee officially named

-                     Hosting Agreement executed by CSGA and Host Committee

 

Spring (1.5 years prior to the Games)     -        Final Decision on events Proposed by Host Committee, approved by CSGA

 

September (1 year prior to the Games)  -        Site visit by CSGA Board of Directors and CSGA Annual General Meeting in Host Community

 

August/September Games Year             -        Canada Senior Games

CANADA 55+ GAMES BID APPLICATION GUIDELINES

 

Guidelines for the bid application are provided below.  Please include appropriate information as listed:

 

1.  INTRODUCTION

 

Ψ     Name, population and geographic location of the municipality;

Ψ     Name of representative to be contacted regarding the bid;

Ψ     Reasons the municipality is interested in hosting the Canada 55+ Games.

 

2.  MUNICIPAL SUPPORT

 

Ψ     Resolution of the Municipal Council indicating support for the bid application;

Ψ     List of support agencies which are prepared to support the bid and the types of support to be provided by each;

Ψ     List of major events, including sporting events where possible, previously hosted by the municipality.

 

                   Specify:

§        Name of Event

§        Number of Participants

§        Number of Volunteers

§        Name and address (e-mail if possible) of a contact person

 

3.  HUMAN RESOURCES/VOLUNTEER MANAGEMENT

The Host Organization will need to recruit, train and direct the efforts of many volunteers (probably a minimum of 300-800)  in order to successfully host the Games.  With these numbers in mind, outline the human resources which would be available to you:

Ψ     Name of Games Chairperson

Ψ     Names of municipal contacts

Ψ     Extent of municipal government’s proposed involvement in the planning and operation of the Games

Ψ     Plan for staffing the Games office

Ψ     Plan for recruiting, co-ordinating, assigning, recognizing volunteers

Ψ     Proposed structure for the Games Organizing Committee

Ψ     Structure and names of potential sub-committee chairpersons (if available at time of application)

 

4.  OPERATION OF THE GAMES

 

The Canada 55+ Games will be at least a three day, multi activity event involving approximately 800 - 1,500 participants (plus non-participants) from across Canada.  Please address the following areas of Games operations:

 

(a) Registration/Accreditation

Identify the necessary requirements and your plan for registration and

Accreditation of Games participants and volunteers. Include any software

Program(s) you intend to use.

 

(b) Accommodation

Outline a plan for housing Games participants.  Indicate the number of

rooms available and the number of beds per room.  Billeting is discouraged unless the participant specifically agrees to being billeted.  Please also indicate potential camping and recreational vehicle sites, number of spots, etc.

 

(c)  Food/Services

Outline a plan for ensuring participants at all venues are fed or have easy

 access to food during the events.  List available restaurants and catering

firms.  Large venues hosting more than one event should have short term

cafeteria arrangements if restaurants are not in reasonable walking

distance or if transportation is not provided.

 

(d)  Transportation

Describe the accessibility to your community by highway, rail and air.  If

there is not a major airport in your community please describe your plans

for transporting participants from the nearest major airport.  Include approximate current costs (subject to change by the year of the games)

for bus, rail and air travel from major Canadian centres to your municipality.

 

                   Internal

Outline a plan for transporting Games participants and VIP’s to and from the sports venues, accommodation sites and special events.  Participants and non-participants must be transported to and from all events and their accommodation.  The CSGA President should be provided with a courtesy vehicle and parking pass if necessary throughout the Games.

 

(e)  Public Relations

Identify the media resources available and the plan for involving each in

the promotion and coverage of the Games, before, during and after the

Games.

 

(f)  Ceremonies/Special Events

Identify potential events and proposed venues.  The Games normally

include Opening and Closing Ceremonies as well as social events (cultural,

entertainment, etc.) in the evenings.  At least one banquet (usually at

closing) is expected to be offered.

 

(g)  Facilities

List the facilities proposed for each of the potential activities.  Indicate the

facility specifications, size, accessibility for disabled, change rooms,

concessions, etc. for each. Provide a municipal map showing facility

locations.  List the names of local sport organizations willing to offer use of

their facilities and to assist in running the Games.  CSGA will inspect the venues one year prior to the Games.

 

(h)  Safety/Communications

Outline your plan for communication during the Games and how you will handle the various aspects of communication during Games week.  Identify your plan to provide medical services to participants and non-participants (and possibly volunteers) during the Games.

 

(i)  Games Activities

Provide a list of the regular (12 – 15) and the optional (maximum 5) activities that you plan to include in the Games.  Note that the list must be approved by the CSGA.  Include information regarding recruiting officials for each activity proposed.

 

(k)  Risk Management and Contingency Plans

Provide an overview of your plans to manage risks during the Games.  Include any contingency plans.  A risk management plan is mandatory prior to the games.  Indicate plans for liability insurance coverage.

 

(l)  Other

Enclose a brief description of the type of restaurants, public transportation,

and tourist attractions that would be available to spouses and other

spectators who may visit your municipality during the Games.

The budget forecast to be included in the bid must contain the following:

Ψ     Suggested participant fee from member provinces is $115 and non-participant (spouse, family) $90.

 

Ψ     Suggested participant fee from non member provinces is $125

 

Ψ     The sum of $25.00 from each registration fee of a participant from a member province is to be submitted to the Canadian Seniors Games Association by the Host Committee following the Games.

 

Ψ     The sum of $ 35.00 from each registration of a participant from a non- member province is to be submitted to the CSGA.

 

The Host Community must provide office space and services for the CSGA at no charge for the duration of the Games.  The office space and services including a meeting room for the AGM (room for 15-20 people, with coffee, tea, water, fruit, etc.) must be available at least one day prior to the registration date.

 

Any profit realized through the operation of the Games be shared between the CSGA and the Host Committee on a 20%/80% basis.  Conversely, the Host Community agrees to accept any financial loss resulting from the Games.
